Often the GC or CM are not well informed of all the specific terms of the contract relating to reimbursable costs, shared savings, allowances, replacements, etc. As a result, accounting errors are made that result in overcharges to the owner or joint venture partner. Overcharges are typically found in areas such as payroll, administrative support, general overhead, general conditions, insurance, change orders, sales tax, substitutions, developer fees, etc.
Although many contracts contain a "right-to-audit" clause, few owners exercise this right. Not only is the paperwork generated during the course of a project voluminous, but owners and joint venture partners usually do not have sufficient personnel with the necessary expertise to examine the agreements, invoices and receipts, and to identify inappropriate charges or duplicate invoicing.
